Among the many things that seemed to break in 4.0: Pops are now terrible at assigning themselves to the sorts of jobs they are best suited for. Decadent Intellectuals working in the mines wile their quarrelsome servile brethren take up the bureaucrat jobs. As far as I can tell the game just assigns an equal number of whatever pops are available to the job and doesn't even check which pops are best suited. Makes playing as a two-species origin/civic frustrating.

Agreed, this is a major problem, and I have not seen the developers directly address it yet, even though I mentioned it in comments they did reply to. Those comments were for example about issues with slaves taking civilian jobs instead of worker jobs, and the Necrophage origin having similar problems. Those specific issues were fixed. But they wouldn't have been so apparent in the first place if job selection based on workforce modifiers was working correctly!
