Description​

As Japan, I have a generic munitions company established, it has achieved maximum prosperity and I am the #3 global producer of Explosives, but the journal entry to unlock High Grade Explosives is not triggering. It also does not appear in the list of potential journal entries.

Steps to reproduce​

Simply load the attached save, the Munitions Conglomerate of Empire of Japan is maintaining 100 prosperity and does not have High Grade Explosives unlocked. By examining Prestige breakdown you can see Japan is #3 global producer of Explosives. In the Journal the entry to unlock High Grade Explosives is not present either active or potential. This company does have a Monopoly on Explosives Factories if that matters.
