I always play IGC with one major. When I load my savegame, I noticed that sometimes I have to click the shield before I can start the game. But with other savegames the shield is already clicked and I can immediately press start.
I know it is not important, but why this difference ?

I guess something in IGC are the reason for this

Maybe the fact that you can play with one major in the IGC. The "normal" scenario's always have more then one major. But it is guessing.
