Yes, it's always been like this and always people have complained about it. I wonder why there's just little complaining about the fact that in HoI2 the German attack on Poland is on August 30th instead of Sep 1st. This always seemed like a bigger bug to me...
Anyway, HoI3, EU3 and the like all have a fully operational real-world-time-model now, so you can consider this flaw "fixed" (even if not for HoI2).
