Well, it seems that we are going to start a vanilla game. We can return to KR after this game provided enough people will be willing to carry on playing.
As for the rules, I used some of vonManstein's rules Geofactor directed at. Many rules are quite obvious because they forbid gamey strategies like trading provinces to prevent annexation of countries and similar types of serious gaming of the system. Shortly put, trading provinces or units is forbidden, even with allies. But I think this is not the problem because nobody did this in the last game IIRC.
So here is the list of rules:
1. We need at least 7 players for the game:
Players will play these countries, divided into 3 fixed factions:
- Axis (GER, JAP, ITA, Nat. China - puppeted as soon as possible by Japan and released immediately as a standard ally)
- Allies (UK, US)
- Comintern (SOV)
The game is going to be quite historical so Axis is going to fight other two alliances.
Other players can take these nations:
- both Spains (Republican can join the republicans and nationalists can join the axis - both after the Danzig event)
- Canada, Hungary etc.
- no human can play France
- Nationalist China can be played by a human after puppeting from Japan (probably in 38-39)
- so I recommend to player number 7 to play Spain from 36, then play Nat. Spain until China gets defeated from Japan
2. No manual DoWs at all, with exceptions of course:
these manually started wars are:
- German attack on Denmark, Norway, Yugoslavia any time after the Vichy France event
- Italian attack on Greece any time after the Vichy France event
- German Barbarossa on the 22nd June of 1941
- Japanese attack on the USA on the 7th December 1941
- possible Japanese and/or Chinese attack on the SU any time from 22nd June 1941
- important:
the Axis can manually DoW anyone except for SU from the 1st Jan 1941 (Barbarossa is on historical date 22nd June 41)
Comintern can manually DoW anyone from the 1st Jan 1942
the Allies cannot manually DoW at all
3. Italy joining the Axis
- Italy can join the Axis any time after the annexation of Albania
4. Japan and Nat. China joining the Axis
- both can join the Axis any time from 22nd June 1941
5. USA joining the Allies
- USA can join the Allies from the 7th Dec 1941 (when Japan attacks)
6. Historical events
- choices in some key events must be picked historically (Danzig or war, Marco polo incident) but others can have different outcomes (for example: UK supporting Republic Spain in SCW, SU annexing Finland in the Winter war, Molotov-Ribbentropp - anything besides unholy alliance; Slovakia to Hungary in The end of Czechoslovakia event etc.)
7. Inviting AI
- manual inviting is allowed after the Danzig event
- Hungary can be invited into the Axis via The End of Czechoslovakia event
8. Espionage
- no coups
- noone may influence a human controlled country without their permission
- this means that assasinations and smear campaigns are allowed but only to countries which are at war with each other
9. Once Japan has puppeted China, it must release it ASAP. It can avoid two US gearings for war to fire soon.
10. Military access
- military access between Allies and Comintern is allowed. But it applies only for air and naval units (NOT land units). This means, for example, that American bombers can rebase to Soviet territory.
11. Combat
- surrounded troops cannot be disbanded
- redeployment of partially enveloped units is also forbidden
