Haven't downloaded the latest IGC so don't know if it's fixed in there but the manpower value for the province of Kalmuk looks wrong, it's 55!

The error appears in the standard EU as well. I noticed this a couple of months ago but it has not yet been fixed in a patch.
In my current game, I conquered Kalmuk as Russia and watched my manpower soar. I then quickly changed the text file to get a more normal level. It's a downer to see Kalmuk's manpower change from 13 to 1.
