I was looking at province.csv (American version) in Excel. Using the AutoFilter feature, I noticed that the province Kalmuk has a manpower of 55. Since that's more than 4 times higher than the next highest manpower, I am guessing this number is incorrect.
Would this error cause problems with the game, and, if so, what should the correct value be?
