Almost every game as France, I do everything I can to keep Louis Philippe in power. Every attempt fails. In my last game, I thought I had succeeded. I didn't have a single revolt risk in metropolitan France. Yet, he fell. I did, however, have revolts going on in Algeria, but A) it is not considered part of France at this point, B) in every province I had an army. Not a single province in the hands of the rebels. Anyone know how to stop this or help?
 
No way to stop that event I'm afraid, it happens even if you have low revolt risk and absolutely no revolters. If you want to keep playing as a Con Mon you could simply open the console and fire the proper Reforms to the Constitution event, or wait a couple years, I believe in 1851-1852 France becomes a Con Mon again.
