And food will be the biggest issue limiting the size of the land. I'm curious how to overcome this myself. Perhaps a lot of meat - IE cows and stuff; but how to ensure they are fed? Hum. I will need to do more research.

Perhaps we could stablish organized and massive production of Pringlea antiscorbutica. An autoctonous plant, very rich in C vitamin.....
 
Hoo boy no, meat is one of the most ineffective food sources with regards to land usage.
Also when there is a lack of land then there is usually a lot of sea around. There are fish and kelp and stuff in the seas.

Hm. We will have to figure out how to do popkelp (popped in fish liver oil?) for the amusement park. I'll put the top scientists assigned to the amusement park on this pronto!
 
A way to build it quickly and make the most of every travel would be to design modular yet elegant buildings, so cranes in every district can orderly "assempble" every building. The harder work would still be the foundations

Meat would be problematic. You need lots of grazing land.

I suggested indoor hydroponic farms because you can build upward keeping the footprint lower. Its expensive and will suck up water and electricity, but we seem well endowed with fresh water.

Aquaculture would be worth pursuing, as the antarctic convergence zone is fairly rich in sea life. Short term we'll have to rely on imports, fishing, and perhaps penguins and seals. Full self-sufficiency is unrealistic for any big city.

Well, what exactly are we aiming for? An actual Old Continent capital, which is basically a large city with lots of people living there, or something that's more an administrative capital along the lines of Washington DC or Canberra?
 
I like the idea of a massive fortress where us, the nobles of earth live. Also don't forget if space is an issue we could feasibly extend the island by creating man made islands around us.

If we're relying on local production, we'd be doing well to have 10k. Of course no major city is self-feeding. Manhattan can't feed itself. Trouble is Kerguelen has no natural hinterland. Just cold, stormy seas. So to establish an equivilant to upstate New York we need to encourage seasteading. That should supply use with food, resources, and naive small town youths determined to make it big in the city.

This works out to about 2.5 KG of food per person per day. A Ton works out, on the light side, to 900 KG.

This means 30 aircraft full of food a day could supply a population of a million. Of course you would generally want to bring things in by ship


I'm also thinking that a cave greenhouse could work; it'd just take a lot of extra power. Each village could have it's own mountainside greenhouse in caves beside it

Also, it seems the amount of land needed to feed a person is apx 44 meters by 44 meters, which is a lot, so I think local food production would indeed be limited.



Looking at Abu Dhabi and Anchorage, I would say we could import enough to feed a million people easily.

As Emperor I'm going to set the population between 1,750,000 and 2,250,000 - to control the population we would make a 2 child policy with any additional children being possible, but resulting in high taxes/fees. As well if you move here, you must qualify to move here, and that applies to everyone. No bringing your parents over; they must qualify on their own. When the population gets over the cap, we tighten up immigration, charge fees for a 2nd child, and increase fees for additional children; as well as offer a "move out bonus" - IE free money - to those leaving. When we go below the minimum, we allow a 3rd child without fees, relax immigration rules, and offer "move in bonuses"
