After finding the ketling event on some tomb worlds they emerged as new empire and they are now my subsiduary (megacorp). Other subs colonize worlds but it seems the ketlings don't colonize the free tomb worlds in their space (they have 5 in Systems and one has 3 empty tomb worlds). I gave them tons of resources via trade but they don't colonize.

Rights are only for your pops of the same species. Not for subsidiaries.

Other subs colonize and expand. Maybe it's a problem with tomb worlds? They have 80 habitability for them.

but otherwise ais will colonize anything they can get their hands on even if it is a dumb idea

[this coming from someone who had to rush block a vassalized ai empire from grabbing a system that had a holy gaia world in it]
