No, the relative VP amount remains the same so it has no effect on puppeting. The purpose of the increase is to always give an on-map indicator of which provinces have VP.
 
You can also look in the ledger... I think it's the first page, shows all the VP provinces and who owns them.

If you sort it by nation, you can see all the VP provinces that nation has.

Unfortunately this wrecks US WE management completely. Maybe the Soviet CG demand too :(. CORE should revert to the old values.

In what way? This could be something to explore, but I don't think any of us have seen anything different than previous versions.

US WE entry is linked to VP points under German (maybe Axis) control. The moment you take Paris, US WE shoots up 40%. Basically after you take over Northern France US WE is 100% meaning they can enter the war. This has been verified.

Not too much of an issue for the AI, though I have playtested the game a few times and the AI does make use of this - silly to see the US in the war so early. But a potential big issue for multiplayer. Any human US player will immediately enter the war for a huge CG demand reduction.

Also, I believe the Soviet CG demand may be linked to VP points as well, in which case this would be very bad (I'll try to check this if I have some time).

I don't think that a cosmetic change is really worth the potential mess caused by this.
 
It's an acknowledged problem. I'll include an alternate VP.INC file in v0.71 and those who hate the effect this causes can revert to that file. It will take a bit longer to sort out a permanent fix.


DIY Fix:
- download v0.71 patch and install it (or make a clean install with v0.71MP)
- go to the \CORE_campaign directory
- rename vp.inc to 5vp.inc
- rename alt_vp.inc to vp.inc

We can also play with the events that change USA WE values. We can give a higher hit for events like the America First committee, and reduce the boost from some of the FDR events. We should also look at adding some WE reductions to the Strike events and such. I think this may actually give us more opportunity to play with some of these events, with out screwing teh WE of teh USA.

This does not really work due to event 802014 in core_Iberia.txt which redistributes keypoints during the spanish civil war by e.g. subtracting 10 VPs from Barcelona or 15 from Madrid and redistributed them throughout the country. Since with alt_vp.inc Barcelona will only have 2 VPs this ends up with -7 VPs in Barcelona an -11 in Madrid which seems to throw of the VP calculation for annexation completely. At least the one spanish civil war I have seen with alt_vp.inc ended after a few days when the nationalists conquered Madrid.

I also suspect that the increased VPs might have effects on other countries than US and USSR. In the first 0.71 game (did none with 0.7) with 5vp.inc England, France, etc. DOWed Germany after annexation of czechoslovakia. Never seen that before. Or is that an effect of Poland conquering Lithuania.
