Kicked out of alliance and wanting back in...

I got kicked out of an alliance with Scotland, Navarre, Savoy and the Papal states when I didn't join their war (don't ask...). I tried to get back in the alliance, esp. with Scotland, hoping that England will DoW them and give me one of those beautiful defensive alliance wars against England. They won't hear of it. I cannot even select the option "Offer Alliance." Do I have to wait for their alliance to expire? What gives? Does it have to do with alliance leaders? (My relations with Scotland are at +160 or so.)

Go find the leader of the alliance and ask him to join alliance. If want an alliance with just Scotland, youll have to wait til the alliance expires.
