What is this "king" intended to be or "do"? My initial assumption was that he might invade but I have yet to see him do that, which is why I ask.
 
You haven't really provided any information that could help someone answer your question.

I started a game in the Bleeding Years bookmark, with no submods. At about 10-15 years into the game, I see the log message that says "Chief Tall-Talker" has become King Beyond the Wall. At this point, there is no wildling capable of becoming King, as no one holds any of the duchies. I clicked on the Kingdom Beyond the Wall button, which shows there is a holder of the title, the aforementioned Chief. Throughout the game, a few chiefs come and go when the previous chief dies. They are all old, and different dynasties, and are not married. They have no armies either, and do nothing.

Hopefully thats enough for you guys because I hate typing on this HP computer :)

He still needed prestige(maybe gold too? don't remember) but that's why he's so old. He has the proud trait

Yeah, but he has hardly any troops... I think its probably something to do with the White Walkers/Night King/Dawn War but I dont know. Not a huge problem though.
 
My best guess is that this is essentially a glitch. Normally, it should be possible for a sufficiently powerful Wilding ruler to declare themselves King-Beyond-The-Wall. Evidently, the requirements don't prohibit a mercenary leader from forming it (Wilding Raiders is a mercenary title), which obviously causes problems.
