This leads me to ask one simple question. Can the monarch raise his own fleet rather than having to hire the ships of others?

Perhaps that's why most people didn't wear'em when on a boat, heck they even took them off for river crossings I imagine, since most of them couldn't swim in the first place :)

Nice AAR...getting a report on the Hungarian war with Byzantium would be the next best thing to getting a Byzantine AAR (nudge, nudge). :)
 
Fighting thieves

"...In March of 1071, he ordered the building of a Court of Justice in Presburg, as a Thieves Guild was terrorizing the populace there."

Is this the only way to eradicate thieves once they establish it's guild in the province? Or can you use your army? Or other means?
