In my most recent game, with all available DLCs, I have just seen the White Walkers form the Kingdom of Winter. Whilst that is certainly a nifty name, I daresay they are not meant to be doing this. My 10 cents is that they are using the create a kingdom option that is available to Duke-level tiered characters from the Charlemagne DLC.
