Try pasting your images over original icons using Paint, so the palette shan't be screwed.

Suggestions for flags and skins? I can do that.
1. Give Russia either the modern tricolour, or the imperial one.
2. Give Siberia the flag made by our two favourite belgians, cause it's cool.

Russia should have the modern tricolor, because the game is now designed for play (with modding of the files) to 1990 and beyond. They continued to use the red star for the Air Force roundel. Gold Coast should have its real flag. For some reason it still has the Cote d'Ivoire flag in Vanilla. Upper Volta should have the Burkina Faso flag, because Upper Volta's flag exactly matches Germany's. Also for your tech detail backgrounds it looks to me like your green edges are off by one.
