In my recent games of EU2 1.09 I had come across several situations where the AI was unable to make peace in a war and resulted in perpetual state of war even though any fighting was impossible due to one side achieving full victory.
It ussually involves one province minors.
If forced annexation is on this problem comes to life when a vassal nation conquers a province owned by a one-province nation and then refuses to make peace until ist alliance leader(and liege) make peace. The alliance leader refuses to accept peace since it cannot gain anything from the 100% victory result.
If forced annexation is off the problem becomes more severe. Whenever a one province minor is conquered by a nation that is not alliance leader, no peace can be made and the situation results in perpetual war. The nation that occupied the province refuses to make peace on its own, regardless of status(if forced annexation were on, it would annex the occupied nation as long as the nation that occupied the province was not a vassal).
Under both parameters(mostly when forced annexation is off) this can be quite a game-breaking situation that either involves drastic ingame measures(like declaring war upon both aggressor and defender and imposing your own version of peace) or editing the savegame and deleting the war.
A possible fix, if we can hope for EU2 1.10 or 1.09 beta while we wait for EU3 would be a more flexible peace offers(ie, alliance leader can negotiate vassalisation or annexation in the name and in favour of an alliance member) or to restore a minimum of individuality to ai nations when they do negotiate separate peace treaties.
