The Limp Japan AI in vanilla is a feature, they couldt balance the CHI AI vs JAP AI any other way if they made chi weaker a human would walker reight over the Chinese and if the weakened japan then a human US would kill them in a sec. and they didt want unrealistic result with Japan conqouring (
