The game runs fine until I enter the utilities tab, then it starts to lag really bad, even if I haven't built anything yet. The fixes I found online (resolution to auto, filtering off) aren't working.

I don't think I've seen this reported before, nor do I see it myself.

Has the game always been like this for you? Or it was okay up to some point?

Any mods involved?

To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

AND DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
Please update that nVidia driver:

Then a full clean reinstall

- uninstall PA from Steam
- unsubscribe from all mods in this game's Steam Workshop

Delete the following folders if still present:

- Steam/SteamApps/common/PA
- C:/users/<UserName>/AppData/Local/Introversion/Prison Architect/
(keep any valued save games, of course)
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

Now install PA again and see how that goes please! test with a new prison, NOT any existing one.

No difference at all? That does surprise me.

If GeForce Experience is running, exit it before starting the game.

If that doesn't help, run the nVidia Control Panel and go into Manage 3D settings. Set Prison Architect64.exe to run on the "integrated Intel" option rather than the nVidia, as a test. Does this still happen?

And what happens if you start the game in safe mode?
 
And the new patch did not help at all either? You'd need to again start a new prison to test properly.
 
It's not just the utilities tab, the game becomes sluggish in general.. sometimes one second in game takes three second on very fast speed, sometimes it's normal and super fast again. I just had super lag during a blizzard and I am at 16 prisoners only. It does not appear to be related to the size of a prison.

Another thing I noticed, since the lag problem has occurred I keep having one blizzard after another, basically every 12 hours. It's the fifth in a row now. And I am having lag during the calamity only, once it's over, my game performance is normal again. This prison is build from scratch AFTER the patch was released and it only appears to affect the blizzard calamity. In older save games I can confirm, that the game is lagging in the utilities tab as well.

From what you've said above your issue is not only happening during a blizzard, unlike with cняis™, is that right?
 
I loaded that game in my iMac, then in my modest Windows rig, no problem in the Utilities tab in either case!

How does the lag evince itself for you? Is there anything in particular you need to do in there to cause it?

The game has started lagging for me, once I accepted prisoners. There were no issues before.
And there is just the blizzard event with the terrible lag, no issues during a storm or a hot spell.
