My brother and I played a LAN game just fine last night, but today neither one of us can see the others hosted games. We aren't running firewalls, I turned off the firewall on our router (even though it was on last night and things worked fine), and we've both tried restarting our computers miltiple times. What the hell is going on here?
 
Firewall on router doesn't matter, since it filter communication between your LAN and Internet. I suggest you to turn it back on. Without knowing detail, I would guess it can be:
  • your and your brother's computers are on different networks, i.e. their ip addresses are not "compatible". Try to run 'ipconfig /all' in command prompt on both your and your brother's computer. Both should have the same subnet mask and similar ip address (like 192.168.1.1 and 192.168.1.2 with subnet mask 255.255.255.0 or 10.0.0.1 and 10.0.0.2 with subnet mask 255.0.0.0).

    When confronting ip address, parts of ip addresses where subnet mask is 255 must be the same for both computers. Like 192.168.1.10 is on same subnet with 192.168.1.200 where subnet mask is 255.255.255.0, but address 192.168.2.11 is on different subnet.

    If ip addresses are completely different or are on different subnets, you must put them to the same one. You can configure it manually (Start -> Control Panel -> Network Connections -> Local Area Connection (or something like that) and then properties. In list "this connection uses the following items" choose "Internet Protocol (TCP/IP)" and there define ip address manually.

    If there is DHCP server in your LAN (your router may act as one), make sure it is turned on. Both computers should have checked "obtain an IP Address automatically" in the dialog where you defined ip address manually in previous paragraph.

  • physical connection is non-functional. Chceck whether all cables are plugged where they should be. 'Cable unplugged' shouldn't be showing on taskbar.

  • something blocks broadcasts of host in the network. Try to join host directly through ip address. You can do this by choosing Internet instead of LAN in Multiplayer submenu. Fill in ip address of host computer and try to join him.
 
If that dont work, forget the router. Put your both Ips in automatically option, get crossover cable and plug in the network device.
Then click "explore" boton + "R" and type "CMD". Then type "Ipconfig". Take note of both ips and try to see if both computers comunicate, typing "ping" and the ip of the other Pc.
If the packages sucefully delibered then you can satarting hosting and playing.
