Here are some places that would theoretically recuire fleets to transport troops, but instead they can just march.

Thrace (Constantinople) <-> Anatolia and Smyrna

Hellas <-> Cyclades

Jylland <-> Sjelland (Copenhagen)

Nipigon <-> Sault (Great Lakes region, North-America)
