I noticed that all the land doctrine techs are the same now for all countries now. I also noticed you can research both columns of land docs.

One question is that with all the max org and max morale it say 0% so I assume the bonus or negative is a fraction of a %? Do one set of techs lower org and raise morale while the other set raises org and lowers morale? Would research both completely offset the org and morale bonuses/hinderances?

A very good question. Should have put this in the manual. While the techs like Citizen/Political/Professional do have some negative effects, the actual Doctrines are uniformly positive in effect on Organisation and Morale. All of these values are simply between 0.125 and 0.75, which unfortunately are shown as 0 by the game engine. So researching more doctrines is always good, as long as you can do it efficiently. This is where it becomes an issue, as most nations do not have good matching for all of the techs and are not designed to research all of these doctrines. So you'll have to decide what you really want to support, which should make for some interesting decisions.

Is the AI smart enough not to waste a lot of time researching doctrines that its tech teams can't handle?
 
Hi,

Yes, the AI is specifically programed to favor the doctrines it has good teams for. In most cases gaining a BP fro a doctrine may encourage an AI to research something that would otherwise be too difficult as well.
