The game feels cheapened by the landscaping tool not have either a money or soil resource cost. Makes the game feel like a city painter, detaches you from your city somewhat and even loses the intimacy of building a city. I felt the system as it was in CS1 was absolutely fine, fair and needed a level of resource management.

At least tie this option in with unlock all or unlimited money.

I'm sure mods can fix that issue. I don't see a reason to complain about landscaping becoming unlimited and free.
If you 're wanting the challenge of building a city, and if the game is suppose to be a city building simulation, rather than a painter, there should be default options/toggle to have landscaping as a resource or with costing. Because landscaping irl costs money, costs resource

For me, the landscape painter is directly tied to how finicky road and building placement/models work. The more difficult one side is, the less problems the other should give you. So far, the landscape is pretty aggravating to build on without terraforming it some.

I did like that it cost money to landscape in CS 1 and then the ability to buy or sell soil with the free update.

I understand everybody's not a fan of it, especially when you have to do so much landscaping in CS 2.

Exactly. As long as the (height changes of the) map don't match the buildings/roads in scale, having terraforming be restricted seems ... not the right first step.
 
Terraforming should be an additional function. In CS1 you had "X" amount of start dirt. you had to get it from one spot to add it to another spot.

I believe this simple mechanic was a fair and good solution if you don't want to make it overly complicated with contracts for sea bottom soil retrieval. ( ooh good idea. although too sim for paradox probably ) it could be turned off if you didn't want to constrain yourself.
but seeing landfills can now be deleted at will without being emptied first, those functionalities are waiting for some update in the future.
