Hello there! Thank you for the report.
Unfortunately we were unable to reproduce that issue. The landscaping tools are depend from the Brush Size and it's strength (if they are strength enough then they will move the land to bottom which is as designed). Furthermore the area is still usable.
What where your Brush options?
Could you provide more information about it?

Unfortunately we still were unable to reproduce that issue.
Could you provide your dxdiag information and if possible your player logs for further investigation?
Player logs can be found in: C:\Users\%username%\AppData\LocalLow\Colossal Order\Cities Skylines II (Player.log and Player-prev.log - Please zip them while attaching)
 
Even on my computer I have the same effect I use Steam Installed on an arch linux based system, The Hardware is an Intel core I7, with no graphic card except the intel graphic device that come along with it..... The games plays faily well except for the land scaping tool... :)
 
I'm still having this issue on pretty much vanilla CS:2 (the only mod I have active is a region pack).
using any terrain tool just immediately sinks a square area of the terrain down to the bottom of the world with no way to raise it back up again.

running the game on linux with the latest proton version.

this issue makes the game basically unplayable for anyone working with a map that's not completely flat, and having just bought the game is a disappointing first impression.
