I play using English text, I also have the game set to English in the victoria launcher. When I restart the game without changing the language, it defaults to my pcs language, german.

I have the same issue. This is a very frustrating bug for me, as I restart the game quite often because of modding. And it takes about a minute to restart the game...
 
In the launcher are separate settings, for launcher language and game language.

Are you sure you are changing the game language there to English?

If so, check the Documents/Paradox Interactive/Victoria3/pdx_settings.json file - if that still says German after you set the game language to English, you may have something preventing the launcher from updationg that file, typically an antivirus app getting in the way.
 
So, just to check it out I actually changed the language in the pdx_settings.json file. When I started the game, it was back to English. I checked the file again after exiting the game and the pdx_setting.json file did not have a language setting anymore at all. After starting the launcher again, it had the language setting in the pdx_settings.json file again but it was reset to German. I still think this is a bug as I do not use a antivirus software (except for Windows Defender).

Edit: Setting the launcher to English seems to prevent the reset of the game language to German.

Edit 2: I checked the pdx_settings.json file again after exiting a game with both the launcher and the game set to English. After I exited the game, the .json file was reformated, causing the language setting to disappear in it again. Apparently the game will in this case reset to the launchers language which is not affected by the reformatting ofmthe .json file.
So instead of resetting to the system's language, the game resets to the launchers language.

Not the OP, but it happens to me whether I have mods activated or not.

To reproduce the bug try to set your launcher to another language than English, then change the game language, start the game, close the game and start it again afterwards.

Do you mean the language of Steam? Or do you mean if I changed the game language in Steam?

I didn't change any of them.

For me this problem started when the Paradox launcher was reset to German in the last update. As I mentioned, the game seems to somehow delete the language line in the pdx_settings.json file after I exit the game. Afterwards the language gets reset to the launcher's language.

I don't believe this hasn't been fixed yet. Maybe it's just a regression. If the game (not launcher) is set to English configuration looks like this:

"System": { "language": "l_english" },

then STARTING the game changes it to

"System": { }

without changing the formatting, new lines or indentations. On restart the game uses the language of the launcher. I suspect that l_english is a default in an enum and after serialization it gets omitted. Ones again. Launching the game (tested using the launcher) removes the language entry if it is set to l_english.
