Description​

I'm running the game on Ubuntu and wanted to play with mods, but after getting into the game I see no mods are enabled. After checking through the logs I found this:
[15:53:54][dlc.cpp:85]: Could not read enabled mods/disabled DLC, launcher-generated format v1/1.1 file 'content_load.json' doesn't exist.

Steps to reproduce​

1) Download the game on steam.
2) Launch the game
3) Enable mods in the launcher
4) Enter the game

I don't actually know what could cause that launcher issue. Has this ever worked, or never yet?

Does it work for HOI4, CK3, and Stellaris, which all use the same launcher?

Can we get the full launcher logs please?
