Launcher doesn't start EU4

the launcher won't launch the game. I can run the game fro the executable but not from the launcher. Please see attached screenshot. No mods are installed, i tried uninstalling and reinstalling the game to no avail. I tried installing both suggested windows items but it did not change anything. Any ideas?

Did you maybe configure eu4 to run as administrator? Then the launcher can't start it, because it doesn't run as admin. In that case it should help to disable the option to run eu4 as administrator
