I've seen this issue posted all over the last couple of days, because i just purchased Stellaris and have yet to be able to run it. I recent recieved my brothers old computer, which up until yesterday ran Stellaris perfectly fine. Ever since updating the game and the launcher, I've had no luck of getting the game to launch. Ive tried uninstalling and reinstalling both the game and thr launcher all while running steam as an administrator. Ive tried "Not Paradox Launcher" and bypassing the launcher but recieve the D3D.... missing file bs error. Ive even tried to revert the patch to an older version, but if i go back to 2.3.3 neither the launcher or game will start. Please help.
 
Sounds like you have two separate issues, with the launcher and the game.


LAUNCHER: Please try this:

- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

IF that doesn't help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.


GAME:
Ive tried "Not Paradox Launcher" and bypassing the launcher but recieve the D3D.... missing file bs error.
If you see missing DLLs, that not BS, it's a real problem. Install ALL these Microsoft modules:

(run dxsetup.exe after extracting from this download)

Let us know what happens with each one, any error or problem.
 
Ran through the Launcher step by step, still same issue. Here is the log, if there is another in the log file folder let me know ill attach that one. I will start working on the "Game" step by step troubleshooting now.

As for the "Game" troubleshooting, the first 3 updates were already on my rig, i just repaired the files and moved down the list. The last file seemed to be absent, as it had me go through the entire extraction/install process. Still no change whatsoever. Game will not launch, same "launcher issue updating" in the corner.

But you still see missing DLL errors, you are saying? Can we see the error exactly please?

The launcher has failed to update itself - Let's try forcing an update of the launcher.

Download the installer package for Windows: https://forumcontent.paradoxplaza.com/emailsignatures/2020.5-win-prod.zip

Unpack the file you just downloaded and place the three files in the Steam folder for the game you're having issues with. If asked if you want to replace already existing files click "yes" - that's a sign you are in the right place!

Then please repeat the launcher reinstall procedure from before.

The way I got the game to work, was UNINSTALLING the v2 Paradox Launcher. THEN, reverting the game back to update 2.3.3. I had tried this before, but had forgot to delete the launcher first, so the old patch was trying to start up with the new launcher. So unfortunately, I am not able to play on the newest patches, and won't be able to upgrade to the most recent Expansions. However, I was able to play each of the expansions that I had purchased prior to this whole dilemma. So happy customer to say the least, I could care less about all the updates, just wanted to be able to play the game. Thank you.
 
If you do want to get back onto the current version please try what i suggested in my previous post, and attach here those log files again if still no good.

Note that you can run ck3.exe directly from Windows Explorer, which bypasses the launcher.

Your launcher appears to have updated to 2021.9 just fine in those logs. What version are you seeing though?
