The launcher will only detect a few mods that are located in my steam library workshop content folder (Stored on my default steam library, which is located on a different drive from my steam install)

I have tried the following steps:
1) Delete launcher-v2.sqlite
2) Delete launcher-v2.sqlite, mod (dir)
3) Delete launcher-v2.sqlite, mod (dir), .launcher-cache
4) uninstall and reinstall entire game, removing the entire %DOCUMENTS%/Paradox Interactive/Stellaris folder by renaming it
5) unsubscribe and resubscribe to all mods
5b) repeated step 3
6) attempted to manually create or restore earlier (but not properly updating) .mod files for some of the mods that were not being detected by the launcher
6b) repeated step 3

The launcher will only detect the same handful of mods from the %STEAMLIBRARY%/steamapps/workshop/content/281990 dir
 
Ok after deleting the launcher files yet again, I realized that one of the red exclamation marks next to one of the few mods that did load was saying that the mod download was interrupted because I was logged out.. yet I wasnt.

Investigating further, it seems that this issue is a bug in the launcher or steam api where if a mod is nolonger available on steam (missed a deleted mod in the unsub/resub loop, step 5), the launcher can get stuck perpetually trying to download the mod that nolonger exists, and will not progress on to try to download or index any further mods, even if they are present on the disk in the steam library workshop content folder.

The solution is to make sure that there are no deleted mods in your subscribed mods list

You can pinpoint the mod thats causing the issue by going to the launcher, clicking 'all installed mods', and then scrolling around till you find a mod with the '...'/loading animation playing and the launcher may say something about trying to download the file. It will never succeed - just record the name, close the launcher, and unsubscribe to the mod. Since the mod doesnt have a page anymore, you need to go to the stellaris workshop on steam, click on the 'your files'->'subscribed items' link on the stellaris workshop home page, and then find and unsubscribe from the mod in that list.

Hope this helps someone who has run into the same issue!

Thanks for the report! I was affected by this today. Please report it as a bug!

If a mod is deleted and the launcher can't find it, it should remove it or raise a popup dialogue box. Locking up mod updates indefinitely is just wrong!

To pin point the problematic mod, you can goto "all mods" and mouse over each one looking for the 3 dots on the right. A mod that is missing a workshop page (because it's no longer there) won't have those 3 dots to click on mouse over.
