So you go to start a game and...what happens exactly?
Well, nothing.. literally. The pointer gives the loading icon for 2 seconds and nothing happens. Same thing from a steam shortcut or thru steam itself. Earlier version works fine (2022.9).
edit: I can launch the games from their exe files but then steam doesn't see it, so doesn't count towards achievements.

I'm afraid that the new launcher version no longer runs on obsolete Windows versions.
If you can update to Windows 10 or 11 that is the best way forward, given that Steam will no longer run on them either next year.
