The Launcher is not sized properly, and it cuts off the screen to the right.

What resolution is your desktop? It looks quite small; you may have to increase it, drag the lower-right corner of the launcher in to reduce it, then you can revert to your preferred desktop resolution.

Also, some reason the game is also not sized correctly. It's overlapping beyond the screen and making the game unplayable.
 
You have CSL and Stellaris, which both use the launcher. Which one are you referring to here?

Stellaris. And it was fine up to a certain point. 1366 x 768 is my desktop resolution.

Can't even start a new game, it's so cut off.

Can you pinpoint what change or update (probably to Windows or a video driver) seemed to trigger this?

Right click on your Windows desktop, display settings. What scale setting do you have? try just 100% if it's any bigger.

Try deleting your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt files then run stellaris.exe directly from file explorer - it should start at default settings.

The launcher and the game did it at the same time, after Window's updated. The computer's scale is at 100%.

In File Explorer click on Documents in the left column. Double click on /Paradox Interactive/ then /Stellaris/ in the right pane, you'll see settings.txt there.

In your Steam Library right click on Stellaris, manage, browse local files. Stellaris.exe is there.

I know what the issue is. It's one of the mods I have installed.

I have another question. I want to experiment with expansion in a single player world, but I want to be completely alone, no AI empires or anything. How do I do that? There's no mod for it.
 
I don't know enough about that game to say, I'm sorry. Most likely you'd need to write such a mod though.
