Can you pinpoint what change or update (probably to Windows or a video driver) seemed to trigger this?
Right click on your Windows desktop, display settings. What scale setting do you have? try just 100% if it's any bigger.
Try deleting your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt files then run stellaris.exe directly from file explorer - it should start at default settings.

I did that, but nothing changed.In File Explorer click on Documents in the left column. Double click on /Paradox Interactive/ then /Stellaris/ in the right pane, you'll see settings.txt there.
In your Steam Library right click on Stellaris, manage, browse local files. Stellaris.exe is there.

I don't know how to make mods.I don't know enough about that game to say, I'm sorry. Most likely you'd need to write such a mod though.
