Law Imposing Event not being sent to British Raj specifically. Works for EIC but not the RAJ

Description​

So this is now my third game on the 1.9 branch as Britain and in previous games I have noticed that it seemed that the British Raj wouldn't pass laws imposed by Britain their overlord (me). This time it is becoming frustrating so I dug deeper and testing law impositions on other countries. The event appears for other subjects (switched to those countries to check). I have found the event is never actually delivered to the British Raj. Earlier in the same save the EIC got the event and passed local police force. But when it is done for the Raj it doesn't happen and none of the imposition doesn't refusal debuffs are not appearing nor the journal entry that restricts them to pass it.

In short the bug is laws cannot be imposed on the British Raj specifically.

Also have other save files if needed from other games, the problem seems consistent.

Steps to reproduce​

Play Britain
Have British Raj form (after Sepoy most likely)
Attempt to impose a law

I am sorry I have tried for about 40 minutes. My save files refuse to go into this forum. But steps to reproduce seem consistent. If others want to test it or post their own saves.
