First off, I just recently discovered this game and so far it's way better than eu3(kind of mix between ck and eu). Putting that aside, I am trying to understand requirements for passing laws. On one hand it says for example, ruler must be part of a specific faction, but then when I have a ruler belonging to that faction it won't let me pass the law. In other case it's the exact reverse. My ruler is member of different faction, yet according to the requirements he isn't and I can therefore enact the law. My Civic ruler is able to pass laws that only religious ruler can pass according to requirements makes no sense and seems arbitrary. Am I reading this wrong?

Any help understanding this would be appreciated. I don't see anything about this in the manual.

Here is screenshot. I can enact the topmost law yet the requirements make no sense. Says my ruler is part of civic faction when he is actually populist faction as you can see to the left.

That's my point. It says I can enact that law because my ruler is civic faction. However, as can be seen, he is not. He is populist.

Maybe I am being OCD but this somehow feels gamebreaking :(

I suppose I should just avoid playing rome and try another faction.

But you can't. That law isn't enactable from what I can see.

You are looking at the wrong law. I suppose the screenshot won't show where the curser actually which is the reason why.

In this example I am using the first law from the top "Lex Calpurnia" which is in fact green and I CAN enact it. Problem is:

Scrolling over the requirements, it also says (in green) Ruler is a member of the civic faction. What the crap!?!?!?!

Here is the screenshot again with specific highlights so it's easier to spot.

Although this is only one example, in fact most of the laws are bugged like this. I doubt anyone can confirm this since it seems not a lot of people play this game anymore. such a shame :(

Very odd. Then again, Paradox annotations are known for their confusing nature, although Calpurnia definitely is a civic law.
 
Maybe it's just my game that is bugged to crap.

One more buggy thing I noticed is in the map screen to select a nation to play, it states the ruler of Rome is member of the religious faction. When you select him and start the game he is actually member of civic faction. Although this sort of bug doesn't really bother me. I don't mind small bugs here and there and I would expect there to be a few in a game this old. But these law requirements seems pretty obvious to me and completely turns me off from playing this game. I guess I should just wait for Rome 2 and hopefully there will be fewer bugs and more support then.
