Leader Mods and Tech Teams

The new leader files have new categories: "Rank 3 Year", "Rank 2 Year", etc. To what do these refer? If I want to make Manstein a field marshal, do these values affect my ability to do so, or do they merely make it more difficult for him to garner experience?

As to tech teams - what is the max skill level that the game will use? Is the minimum 1 or 0, and can all those specialities be filled thus creating a super tech team?

Rank 3 and Rank 2 are the historical years that the leader has achieved those ranks. Its used by the gae to determine a leader's rank when a new scenario or GC is loaded.

Rank 3 = Mj Gen
Rank 2 = Lt. Gen
Rank 1 = General
Rank 0 = Field Marshall

The game will only recognize 5 specialty slots for tech teams. So, you can add 12 if you like, but only the first 5 will be loaded. The highest skill is 9. I have no idea what will happen if you assign a higher value than 9 for skill. Maybe an interesting idea to test.
 
Thank you for the info Stonewall. I will probably play around with the skill levels for the tech teams at some point. If no one else has done so later, I'll post results here...
