Hello, all;

Forgive me if this has been asked and answered (although I couldn't find it anywhere): Is it intentional that all leaders in Stony Road start with a zero (0) rating? At least, I'm not sure about "all", but in the first game I started as Germany all theirs are. They seem to gain experience, unlike normal zero-rated leaders, but I'm not sure why they start there. Please explain?
