usually an additional clear, blank line is needed after the last entry in every leaders/ministers CSV, so that the last person added in the CSV shows up ingame. otherwise he wont.
so press return once after this last line, save, and Mr Nishimura should appear ingame.

i spotted similar things in the german leaders CSV, finnish ministers CSV, CHC ministers CSV, YUG ministers CSV, (maybe) JAP tech teams CSV (always last line of CSV occupied by an entry) - i dont know if this rule of "last line blank" applies with tech teams.

just be careful with adding new stuff in this branch.




EDIT: ITA ministers CSV:

3196;Foreign Minister;Bertini Francesco;36;PA;General Staffer;High;M_ITA_Bertini_Francesco;x

name should be of course Francesco Bertini instead of Bertini Francesco http://generals.dk/general/Bertini/Francesco/Italy.html
whyhe should be a foreign minister is something i dont get, though.
