Maybe this is alreayd been discussed, but what about countries withdrawing from the League of Nations? That could be an event with a -5 or -10 for all nations involved.

Many of those events in CORE1 were from the winter war event chain which was the final drop along with ethiopia that made many, particularly south and central american ones leave the LoN and those will most likely all be ported over to CORE2 as well.
