Nice AAR, though I only came across it recently. Having started with the latest HPP on CHC, one question I have is whether you know if there are further leaders coming in the future beyond the limited starting contingent for CHC?

The limited pool seems to encourage rectangular divisions and pentagonal corps to ensure as many mobile brigades as possible get the combat efficiency bonus applicable to divisional leaders, leaving the garrison troops with unknown leaders without much leadership except defense specialists one or two levels up. Blocky formations like this make the army feel pretty unarticulated.

Or does it make sense to have some Corps/Army level commanders for mobile troops with good traits that will flow down and their divisional commanders all unknowns?

There are, but the number is fairly limited and for that reason I edited in more leaders. You'll severely lack leaders if you unify China.

If you're willing to cope with that, then staffing HQs first should be a priority and if you don't have any except for your theatre HQ, then just put them in your best divisions. But after unifying China, there's little to stop you from overpowering any AI nation anyway.
 
Well, there is something to be said for the tough triage decisions and battlefield tension involved with a very limited pool of leaders who actually matter - it looks like HOI4 may be taking that approach, after all.

However, that lengthens the odds facing the Nationalists and their hordes of leaders.

Is adding leaders Notepad++ work in HPP country data files or is there currently a working HOI editor to add a few more - as or if the PLA expands greatly?

It's my work, even if it was just copypasting/replacing in this case. And I'm happy for Notepad++, as it's an editor on its own ;)
 
At year end additional leaders appear, so enough for key roles in the command structure even should the army become huge - the rest will be those unknown officers long on loyal fervor even if short on military genius. A mini-game on its own.
