Description​

Someone on Discord noticed that when you unite Islam, the Legacy of the Safavid reform gets removed, even though it shouldn't be incompatible since it still has 'feudal theocracy' government abilities.

Steps to reproduce​

1. Form Persia as Ardabil
2. Do 'Legacy of the Safavids' mission
3. Do 'Unify Islam' mission
