I find it really difficult to interact with this content. It's not that the writing is particularly bad, or anything, it's just that all the legends / events around them feel so vague that I struggle to even picture the narrative it's trying to give me?

It's a common theme with CK3 events - they were clearly written to cover a wide range of cases, but that often results in them just firing in ways that are confusing and hard to read, or seem completely out of character for the people involved.

Does anyone have a similar experience, or any ideas about how things could be improved here?

Yes, it's a common complaint. I'm pretty happy with CK3 events generally; if I wanted the events to more cleanly fit my character, I'd go play an rpg. I'm sympathetic to how difficult it is to make the legends themselves feel cool and appropriate, but the events around them are often confusing and don't fit the theme of your ruler exerting soft power.
