I've got this observed and reproduced,

in my GC I played Austria and 2 liberal clerks revolted in my capital city, they took over the province and one year later the goverment changes from const. monarchy to monarchy with a one party reactionary regime,

no democracy? I don't know why but those pops revolted to a more liberal state and yet they install a monarchy with reactionary regime?

another weird thing - but this isn't the bug - if I kill the revolting rebels (the rebel division) a democracy is formed,

Seems the POPs revolted and caused a reactionary counter-revolution.

Killing the rebels apparently heads off the counter-revolution. (Reactionaries do typically admire a strong hand.)
