Version 1.97 has a bug prior versions did not. If you select a liberate subject as a war goal and become involved in two simaltaneous wars with the same country, then when you win and enforce the peace terms liberate subject is not included. For example, France attacks Turkey and is opposed by Britain. At the same time, Britain attacks China and is opposed by France. France picks liberate subject in war against China. Since it is impossible for two separate wars to end at the exact same time, the computer thinks that the subject being liberated is still at war with France. If the war against China ends first, the subject believes is must continue fighting on behalf of Turkey. As a result, subject is not allowed to be liberated. I'm not sure but picking liberate subject as a war goal for both wars might resolve the issue.

I was partially wrong. Even if you pick liberate the same subject in two different wars, NEITHER peace term gets enforced. I picked liberate East India Company in two different wars and they are still a British subject after spectacular defeats in both wars

it was supposed to be fixed in 1.9.7 but wasn't
