I've conquered and control all of Germany's original provinces except for the 2 East Prussian ones which belong to liberated Poland. West Germany does not show up under my liberate menu however.

Originally, France controlled some provinces in southern Germany, so only the DDR was available to liberate. I "convinced" (acceptall) France to give me those handful of German provinces and once I controlled all of Germany, DDR vanished from the liberate menu, and West Germany did not appear.

I was able to liberate Denmark, Austria, Poland and Czechoslovakia with no problems.

Is there an event that has to fire before I can liberate West Germany? FYI I am still at war with the Axis - i.e. Romania - who is surrounded by neutrals, so is not "accessible".

This is an issue that came up in play-testing, sarge, and I'm not sure it was ever fully resolved. The system logic seems to be that:
1. If you control the core provinces of neither DDR or FDR then you can't liberate either;
2. If you control the core provinces of one but not the other then you can only liberate that one;
3. If you control the core provinces of both then you control the cores of Germany itself so can only liberate a united Germany.

The devs will be able to give you a better idea of how they coped with that particular conundrum.
 
IIRC our solution was that the postwar area was put on the back burner while we focused on earlier timeframes. There need to be a lot of chains of events added before postwar becomes a priority.
 
You could also create an event to liberate western germany, it would probably take 30 minutes/hour
 
But would it make sense to liberate just West Germany if you controlled all German cores? If you had them all why would you bother splitting the nation instead of just liberating the whole shebang? And what would become of the rump retained in the east if you did just hive off the west?
It's that "neither fish nor fowl" situation that makes this such a tricky issue to handle.
