Playing as the Russians, I currently control almost all of the pre-war provinces of Yugoslavia. But on the "liberate nation" tab my only choices are Bosnia, Croatia, and Serbia. What's up? Do I have to get Montenegro away from the Bulgarians?

I don't believe that there's an option for releasing Montenegro, Stewart. The "liberate nation" function doesn't restore pre-war borders in all cases, and I think Montenegro got shuffled out of the new deal. Though I can't speak authoritatively on Russia, I do know it's not there for the Germans.

So what about Tito and all that? There should be a set of events - as the Red Army approaches the pre-war Yugoslavian borders, the Yugoslav partisans rise up and occupy at least the core Serbian and Croatian areas and declare the independence of Yugoslavia, which then joins the Comintern alliance (though not as a Soviet puppet state).

Sounds plausible, why not propose it on the CORE site. I doubt the developers would be prepared to invest the time taken to write that sort of event set now that HoI3 is on the table, but if you have any skills in that area yourself you could always contibute it as an "improvement" mod.

Strange that this wasn't thought of in either vanilla or CORE. These guys were the only partisans to liberate their own country (unless you count their allies the Albanian partisans) and crucial players in the post-war world. Tito was one of the founders of the Non-Aligned movement. And of course the collapse of Tito's state resulted in the biggest bloodletting of post-WWII Europe in the Yugoslavian Civil War. If you are simulating a struggle between the Soviet and western blocs in the post-WWII period, you have to have the Yugoslavs as players.

Unfortunately, I don't have any skills in this regard.

I thought this was the CORE forum?

Have the designers of CORE stopped working on the project now that HOI3 is out?

This is the CORE forum for Paradox, but CORE maintains it's own site at http://terranova.dk/portal.php?sid=4d487afa3e7e5be3f76197d2d456807c. You'll have to register there to post but short of that you can still keep up to date with all the latest proposals and some very lively debate.

The developers are maintaining an interest in CORE for HoI2, at least as far as one more update. But I think it's fair to say that their main focus is now on HoI3.

When will AoD be released? It looks like something I would invest in.

I'd be happy to give it a whirl in beta - though I'm a beta tester on another project (for a different company) right now and wouldn't have a huge amount of time.

We will most likely take a look at AOD and see how much work needs to be done to get CORE to run smoothly before giving a definite yes. As I see it, HOI3 still needs more work before it is considered fully playable as there are still many AI and balance issues that are being reported.
If the CORE team is happy to spend some time converting to AOD then we will release a compatible version before moving on to HOI3, which should hopefully be improved with a 1.4 patch or more by then.

Much of the CORE effort on HOI3 so far has been discussing the new system and what can be achieved within that system. We haven't as yet done much coding until we know that the HOI3 platform is stable, balanced and as bug free as possible.

I think I can safely state that one of the major factors of not including it so far is the focus on the pre-war situation, tech trees, balancing and such. So much work, and limited time... Surrender events are finally being worked upon for 0.4.1, so it might be something to include as we're working on them anyway. I can put it up for discussion on the terranova forums myself, but as Epaminondas suggests it's probably best if you did it yourself, as that would include you in the discussion with the team as a whole. The Paradox forums aren't visited as frequently by the dev team as a whole, though we all do keep track of it I presume.
