After uniting the Iron Throne under it's proper Lannister overlords, I have an extremely stable realm (with the exception of Randyll Tarly fucking everything up in his little piece of Westeros, but that's irrelevant). Anyway, now that the country is peaceful underneath a strong and intelligent leader, I've decided to set my eyes upon a grander goal. That is, liberating the world of slavery. Unfortunately, I can't seem to do this because I lack the "liberator" trait, stopping me from liberating people. This seems a bit counter-intuitive to say the least, but is there any way that the great King Devin Hill can acquire this trait?

Random event. Usual during education. More likely in a slavery-legal state or if you're tutored by someone with the trait

Even if you can't get the liberator trait, you can still use the War of Emancipation CB, which is less powerful than the War of Liberation but a strong first step. The only requirement for a War of Emancipation is that you neighbor the target.
