Ill let you know if I test it again, Having tested i think at least a couple times, I'm really not sure it makes a practical difference (it is 30%). I've learned to research Dissonance instead if i play mystic potential.

Now, that's not to say it might not be more effective later in the game, but it's performance contrasts starkly with Dissonance, which definitely does make a difference even though you're only applying it to non-culture units.

So, what is your suggestion? Or are you just noting that Lightning Focus is less effective than dissonance? Dissonance is a cultural feature, so I don't personally think it is a great comparison point; T1 tome enchantments =/= Cultural Features IMO.

These abilities really serve different roles too; Lightning Focus is meant to synergize with Lightning Blades by applying Electrified and trigger additional damage for your melee units, whereas Dissonance is meant to compound the effectiveness of casting spells. A better comparison would be Poison Arrows and Blight Blades, which have the same Apply a Debuff -> deal more melee damage synergy.

Now, one thing I do notice looking at these comparable enchantments is that all the others seem to be 60% chance to apply the debuff vs Lightning Focus' 30%, which seems off to me...

I'm not sure that it really does much (of anything) at 30%. I am not really sure try if the addition of blades changes this.

You also could run a mystics game and try to see if it does more when it's cumutively stacked with additional enchantments.

I just included Dissonance as an example of an effective enchantment. Just based on experience, i personally believe that some of these other enchantments are also effective, even at t1.
