- Unit limit for islands (Million men in Palau?)
- Unit limit for airbases
- CAG aircraft 'limit', when a carrier battles enough, it runs out of aircraft, thus be limited in ability to fight. IOW, CAG's could have own strenght level.

Me too here are some more ideas:

- Resource limit to the stockpile
- Unit limits in buildcue based on IC/Techlvl or both (ex. max 3 Battleships parallel)
- Unit 'limit' for all areas and bases (perhaps with increasing enemy combat bonuses when getting attacked instead of a hard limit).
- Speed limit lowered when damaged severly

I agree but to add extra flavour perhaps you should be only able to build capitals if you have level 10 ports and that there should be a ratio between infrastructure and maximum number of capital builds. Just to complicate this further should aerial port attack not also slow down building of ships (not just repair)
