I tried verifying the game cache and it consistently fails. This was resulted in multiple re-downloads >>5.

Overall, the game is running poorly. Not sure if its because my PC is under-specifications or if its the cache issue.

I noticed the game consistently takes around 6 GB RAM to run and my cpu usages is around 140% (out of maximum 300%)

Apparently this is a well-known issue. If your /home folder is encrypted, steam games will fail to validation.

In progress is backing up the home drive without encryption
