Description​

This issue appaeared in a MP game. It's not a case of "just press M". If Soviets do the propaganda decision "Do not blab!" it gives -50% army intel. If the enemy doesn't make a big investment into army intel operations, this is enough to make the enemy have 0% intel. The divisions then turn "?" and you can't see them. Problem comes that not all of them turn into "?", some divisions just dissapear. They still exist, but you cannot see them.
In the soviets view everything is fine, but for the germans, if they try to advance on these "empty tiles" they start a battle with ghosts. (see the prints as example).
Noteworthy notes: Not all divisions turn invisible. Divisions that do not turn invisible seem to always have allied troops bordering them. When I was testing around, I moved an hungary tank to the front (the one in the prints), then I reloaded the save the the invisible divisions bordering that tank turned visible. A cause of this might be army intel turning negative, but I haven't tested enough to tell. Another thing worth mentioning, it might Prints show germany view, vs soviet view plus a combat agaisnt the ghost divisions.



Steps to Reproduce​

The simplest way is to have a historical game and do the propaganda decision as the soviets (since this was what was done). The enemy (for example germany) shouldn't do a lot of army intellegence (for example infiltrate the soviet army).
You have to ensure the propaganda decision makes the enemy intel goes negative. (So germany can have up to 49% army intel).
To ensure a better test results, make sure there are no allied troops at the front, only you vs the soviets.
Once this happens and the game is unpaused, in the enemies view soviet divisions should turn invisible. While for the soviets their divisions exist just fine.
Afterwards you can perform the test again with some allied troops at the front to determine if the troops turn invisible, or not.
